The Health Endowment Foundation (Athar) was launched in 2020 as the first institution specialized in healthcare endowment in Sultanate of Oman. It was established by the Ministry of Endowments and Religious Affairs under decision No. (283/2020), with the aim of supporting the healthcare sector by creating funding sources to achieve sustainable health development in the Sultanate of Oman.

To become the leading institution in the use of alternative financing to support the health sector in the Sultanate of Oman, and a center for joining efforts and building partnerships in order to reach sustainable health development.

We work independently with the public and private sectors, and lead the initiative towards providing integrated health services, with the solidarity and solidarity of various sectors and segments of society, and spreading the spirit of cooperation and interaction between them to achieve the goals of the institution.

  • Provide the necessary support to the healthcare system in Sultanate of Oman to achieve sustainable health development.
  • Promote social solidarity among community members by leveraging social responsibility to adopt purposeful health projects and programs.
  • Manage and invest the foundation’s funds to implement prioritized, high-impact health projects across Sultanate of Oman governorates, creating a sustainable funding system to support the healthcare sector.

While identifying the national priorities of the Future Vision, we focused on reshaping the relations and roles between the private, public, and civil sectors to ensure effective economic management, in addition to a developed, diversified, and sustainable Omani economy. We also focused on ensuring the equitable distribution of development gains among the governorates, the protection of our natural resources, and the unique environment. We built on the fundamentals of citizenship and genuine Omani identity to modernize our education system, support scientific research and innovation as well to develop health services, elements of wellbeing, and basic services for all segments of the society.

Coming Together for Oman

Speech by His Excellency Dr. Hilal bin Ali bin Hilal Al-Sabti, Minister of Health and chairman of the Health Endowment Foundation (Athar) board.

The Ministry of Health continuesto exertcontinuousand tirelesseffortsto providedistinguishedhealthservicesto the community, and from this point of view, the Health Endowment Foundation (Athar) comes as a vital and strategic partner that effectively contributes to enhancing integration and cooperation within the health system, in order to improve the quality of comprehensive health care for all community members.

The Health Endowment Foundation (Athar) is working hard and attentively to achieve an ambitious vision aimed at improving the quality of life of citizens and residents of the Sultanate of Oman through pioneering health programs and initiatives.

We are aware of the importance of cooperation and partnership with various entities and institutions, and we express our deep gratitude for their continuous support, which enhances the success of our health efforts. We also reaffirm our commitment to strengthen cooperation and solidarity to achieve a sustainable and positive impact on Omani society.

Challenges in the Health Care Sector

A Young Population and Growing Health Care Needs.

As a result of the social and economic transformations Oman has gone through over the past five decades, the country has seen rapid growth in its Omani and foreign-born populations. The population of the sultanate was 4,471,148 in 2022, a 146% increase since 1990. The population grew 2.5% just between 2020 and 2022, and the number of people living in Oman is expected to reach 5.7 million by 2050. It is also projected that there will be 1.13 million elderly people by the same year. These indicators demand that we prepare to provide basic, high-quality health care to a larger number of people.

A Large Geographic Area and Diffuse Population Centers.

Oman’s natural environment ranges from mountains to deserts and coasts to valleys. Population centers are spread out across a wide geographic area. Muscat and Al Batinah (North and South) Governorates have the highest population density; approximately 40% of Omanis and 60% of foreign residents live in those areas.
